These agreements contain specific provisions for the admission and equivalence of studies/academic performance as well as for joint/dual study programmes. As a general rule, agreements of this type are drafted jointly by the faculty of the UHM and the partner institution. Dual degrees require WASC approval, a process that can take several months, so please plan accordingly. Our formal relationships fall into three categories: dual master`s programs, relationships based on case-by-case agreements formalized by a memorandum of understanding, and the 3+2 program. These agreements may establish specific provisions for admission, accelerated study plans – usually for master`s degrees – and specific equivalencies in the transfer of courses/courses. Following initial consultations with the IEP, a draft agreement should be submitted to the Office of Export Controls (uhoec@hawaii.edu) for review to determine, if necessary, a potential level of risk. Review and approval of the OEC is essential, regardless of the nature of the agreement, before it continues. N.B. It is important to check with the contact person of the partner institution if the president`s digital signature is acceptable. UH no longer requires non-digital signatures (“wet ink”) or hard copies of agreements, but in the rare cases where the partner institution insists on a wet ink signature, this requirement should be noted in the signature action note.
Then, the printed copy of the agreement actually signed must be sent to the contact person of the partner institution(s) for signature(s). The shipment is the responsibility of the original unit to uhm. A fully signed PDF scan of the letter of intent must be returned to the original unit of the UHM and sent to the OIEP as an attachment. The following list reflects only the formal arrangements managed by the Department of International and Special Programs within the College. (The list does not include existing supply agreements for WCC curricula with Pacific companies. For more information on these partnerships, please contact American Samoa`s TTTAP program and PACMED). N.B. UH`s policy is that all international agreements be prepared in English, which is the designated language used to interpret, interpret and apply the agreement.
If you wish, sponsor may translate this Agreement into a more familiar language, but if a translation of the Agreement conflicts with the English version or contains terms that differ in addition to or from the English version, the English version shall prevail. If UH is asked to sign a non-English version of the Agreement in addition to the English version, an accurate translation is required (whether provided by the partner institution or by UHM), and a qualified speaker of that language at UHM or UHM named must confirm that it is a complete and accurate translation. A statement that the translation has been verified and certified, and by whom, must be included in the signature action note. The Department of International and Special Programs at the College of Education (COE) at the University of Hawaii at Mānoa develops and maintains sustainable and synergistic international exchanges and partnerships in higher education with institutions in other parts of the world. The WCC`s international cooperation focuses on the exchange of lecturers and students, the sharing of academic resources and the implementation of joint projects of common interest and interest. All UH Mānoa international agreements concerning university programmes must be reviewed at several levels and signed by the President. Those wishing to develop an international agreement should familiarize themselves with the executive policy of the UH 8.200 system: Policy on Contracts and Signing Authority. Please pay particular attention to the section on international agreements (III.B.4.c), which describes the relevant review process and provides model international agreements, which can be downloaded via the link to Annex 6. The Directory of International Agreements is a record of all current agreements on the Mānoa campus developed by the MIX office, including the Memorandum of Understanding on Student Exchanges, the Memorandum of Understanding of the Hoakipa Scholars Program and the General Memorandum of Understanding. The list can be sorted by clicking on the column headings or filtered using the search box. A proposal form is not required for this type of agreement.

For unfunded research agreements, please contact the Office of the Vice-Chancellor for Research (ovcr@hawaii.edu). Like general memoranda of understanding (see point 2 above), unfunded research agreements are ambitious agreements that provide a general context for collaborative research opportunities and activities that do not tie up specific academic funds or resources. The implementation of specific research activities is negotiated separately and set out in a separate binding agreement. 1. To create or renew a General Memorandum of Understanding, the representative must upload the template MEMORANDUM of Understanding approved by the current OGC and enter the appropriate contact information for the UHM part, then send it to the appropriate contact person at the partner institution. The partner institution must review and approve the UHM model before undergoing a UH exam. If no changes are requested by the partner institution, the completed Letter of Intent must be forwarded to the Office of International and Exchange Programs (oiep@hawaii.edu), which facilitates the next steps in the UH review and approval process. If the partner institution requests changes or uses instead its own template or custom letter of intent, the representative of the UHM entity must forward the requested changes or the partner institution`s custom template/letter of intent to the OIEP and also submit a request for legal services (described above). The OIEP will assist in negotiations with the contact person of the proposed partner institution, with the OGC and with the UHM unit.
(a) In order to establish a new Memorandum of Understanding (MOA) for student exchanges and/or visiting students (Hoakipa), the representative must download and complete the MIX Agreement Proposal Form and submit it to MIX Director Vinnie Burns (uhmix@hawaii.edu) for review by the MIX Advisory Committee. Visit the MIX website for information at the level of agreements, proposal forms, and a list of memoranda of understanding/moAs, manoa.hawaii.edu/international/international_agreements all other agreements, including those of other University of Hawaii institutions, can be found on the system`s international agreements website. The University of Hawaii at Mānoa collaborates with educational and research institutions around the world, providing international opportunities for students, faculty, and academics. A detailed overview of UHM`s procedures for concluding various types of international agreements can be found on the International Agreements page on the OIEP website The Office of Academic Programs and Policy is responsible for system-wide support for initiatives that foster cooperation and collaboration among the 10 campuses to promote international engagement. If the agreement passes the OEC exam but does not exactly follow one of the OGC-approved templates (see below), it must then be reviewed by the OGC, following a Request for Legal Services (LSR) in accordance with the instructions under “Submit a Request for Legal Assistance” on the UH Legal Affairs and OGC system home page. Please indicate in the text of the request that the agreement has been examined by the OEC. And enter the Dean`s email address or I/O of your unit as “Approver 1” and the email address of iAVCAA Laura Lyons (lelyons@hawaii.edu) as Approver 2. The OIEP will work with the representative of the initiating UHM unit to facilitate the process of drafting, reviewing and approving the agreements, including consultation with the partner institution and the OGC at the UH if necessary. Please note that the process may take several weeks or more depending on the required exam status and the scope of the required consultation, so please plan accordingly.
The MIX office is mainly responsible for two types of agreements: To propose a new student exchange partnership, please fill out the MIX Student Exchange Agreement Proposal Form and send it to the MIX office (QLC 206) or send a scanned signed copy to uhmix@hawaii.edu. Exchange agreements are concluded in a spirit of reciprocity. Therefore, the interest of UHM students must be demonstrated and it must be demonstrated that students will benefit from the establishment of a new exchange partnership. Starting in spring 2020, the College will have formal letters of intent and/or agreements with 27 international partners in Asia-Pacific and Europe with varying levels of activity. .
